Purpose: The Donahue Amendment would have required parental notification in cases where a minor child seeks an abortion.

Analysis: This amendment would have required parental notification in the event a minor child seeks an abortion with a number of exceptions, such as, “parental notification would place the minor at substantial risk of being physically or emotionally harmed by a parent or guardian; parental notification would cause irreparable harm to the minor’s relationship with her parent or guardian; or parental notification is not in the best interests of the minor….”

Those voting YES believe parents, who are legally responsible for the health and welfare of their children, have a right to know when their minor child is attempting to access a medical procedure that has both serious physical and mental health implications.

Those voting NO believe parents have no such right.
